My tecno m3 can not charge when the phone is off but displays boot loop mode and if I try to power it on it will not

I need you to describe in detail what you mean by bootloop, as in exactly how does the phone behave once you press the power button?

once u connect the charger when it is off it shows boot mode and d arrow for selection will be dancing up and down

In that case, read http://www.hovatek.com/forum/thread-405.html . you'll need to flash the stock backup to the phone. Do you have a working M3 or an MTK backup?
