test a different storage device and see if what you copy from it becomes 0 byte as well, if it doesn't the clearly the sdcard is faulty

on the second ext storage, the files also become 0 byte? if so then it's likely a virus

yes, you don't need to format the drive, just install windows but note that you shouldn't attempt to install any executables from the old windows folder as they might re-infect the newly installed windows
so install windows then install a good AV before proceeding to install anything else
alternatively, you could scan the PC using an AV (i.e if you are able to successfully install one without it's installer getting corrupted)

If you're to create a bootable USB then do it using another system that is clean and safe

Zip the AVG .exe on another PC then copy it to yours and try extracting the setup to your PC then install and scan the PC
