Try useing CHKDSK. "chkdsk /f e:", where e is the name of the storage device or partition
It could be premission issue too, try disabeling LUA:
[HKEY_LOCAL_MACHINE\SOFTWARE\Microsoft\Windows\CurrentVersion\Policies\System]
"EnableLUA"=dword:00000000
