The cd command is not working. It says no such file or directory. How do i solve it ?

You can't generate it. rsa4096_vbmeta.pem is a default private key used by Android. Some brands retain it while some (mostly established brands) change it. Chances are that Nokia changed it. This is why bootloader unlock might fail

That isn't the correct address. Copy the address from the folder

Guide with extraction of vbmeta keys was very interesting process but didn't gave required key for bootloader unlocking ..
I hexed vendor.img also, it contain data structures that look like a keys but there are too many of them ..

You can't get private keys that way. They're called Private Keys not Public Keys for a reason

Nokia has a tool called HMD DeviceKit , on first sight it completely useless as it requires authorization to HMD servers but might be interesting for developers like you.
It has modified fastboot and adb tools in the root folder: files are larger and have some extra abilities.
