Hello bro, I have exactly the same issue, but I later discovered that the problem was with the Software version of the mifi and not the lock counter as you initially thought.
Meanwhile I'm still searching for a way to unlock this particular one.

there's no means of resetting the counter if you still have more questions then create a new thread, see https://www.hovatek.com/forum/thread-514.html for how to create a thread

reflash only the first of the two firmware you flashed and everything should work fine
if you still have problems then create a new thread for your device issue, this is someone else's support thread
see https://www.hovatek.com/forum/thread-514.html for how to create a thread

(08-05-2018, 07:37 AM)Iken99 this picture will tell you everything.

this unlock method that involves bootshot and flashing loader doesn't work on devices using latest SW version. you might have seen it if you went through the guide at https://www.hovatek.com/forum/thread-16772.html
Ok but if we do this open, pin short and flash how is possible to fix t or I need a backup before flashing usbloader.bin.
I saw the  NV memory after the flash she was all 0 is this what USB loader does or is because of write protection on newer rebrander firmware.?

usbloader erases everything including nv, usblsafe doesn't
