The Tecno L9 (e.g L9-H8012A-N-170921V225) is an MT6580 powered phone running on Android 7 (Nougat)
How to root the Tecno L9
- Dump your firmware in scatter format using Miracle Box @ https://www.hovatek.com/forum/thread-13347.html
- Download SuperSU 2.82 @ https://s3-us-west-2.amazonaws.com/super...271822.zip and save to both phone storage and SD card
- Create a new folder named Hovatek on your PC
- Copy preloader.bin from your Miracle Box backup into the Hovatek folder
- Download Philz for Tecno L9 ported by Team Hovatek @ https://mega.nz/#!kWJ1gQBD!90cRwdtGyF38q...e1pT5cGXGQ
- Copy the Philz recovery.bin and scatter file from the Philz zip file downloaded above into the Hovatek folder, making peloader.bin, scatter file and recovery.bin (Philz) in the folder
- Flash the preloader.bin and recovery.bin using Miracle Box @ https://www.hovatek.com/forum/thread-14106.html
- Boot the phone into recovery mode (Vol up + Power) after flashing
- In Philz recovery, you use the Volume buttons to navigate and Power button to select
- Select Install Zip
- Navigate to the location of the SuperSU2.82.zip on the SD Card and select it
- Wait till flashing is complete
- If you are prompted to fix root, select No
- Reboot the phone normally
- Confirm Root by installing and running Root Checker @ https://play.google.com/store/apps/detai...heck&hl=en

That sounds like stock recovery, not custom recovery.
What is your phone's build number?
