How to create pac file for cm2 dump file m561m3

I intend to make pac file for mtn m561m3 from a working model but the file dumped is of cfg and it is impossible to create firmware using the same cm2 any tool which suports cfg format type i hope some body helps in rectifying that for me.

you can't create pac file from cm2sp2 cfg backup, you can only flash back using cm2sp2 itself
