I need help with a Samsung A73 5g that i changed the screen not too long ago and noticed it doesn't dial network related ussd codes (I can't tell for certain if that was the case on the previous screen)... I've tried every basic thing, restarting, resetting, turning off adblocker etc nothing at all...but baseband seems intact every thing else seems good too and yeah some days back it could make and receive calls but currently it can only receive calls it can't make calls any more

These shouldn't be related to a screen change unless the phone was flashed or settings changed,
For the USSD code, try unidirectional (send code and get response e.g balance check) and bidirectional (send code, get response, choose from options e.g data subscription) and let me know if you encounter the same on both types of USSD codes.
For the calls, what error do you get? Check the network signal on the phone and observe what it changes to when you dial and receive calls
