tl;dr
Don't download the signed one, instead Mediatek USB VCOM Drivers (all MT**** devices) which is below
If you downloaded the one I asked you to download then extract, MediaTek USB VCOM drivers > Drivers > USB VCOM Driver > Win7 contains the inf files you need.

Learn MediaTek, Unisoc / Spreadtrum (SPD) and Qualcomm Software Repairs @ https://www.hovatek.com/training

ok so thank you for the level head and expanding on your response and for understanding that it is frustration. while it may appear that i am a newbie, i have been around for a while and i dont ask for help at the drop of a hat. thanks again i will try that out.
