is the available storage space been freed up? i.e if a file of say 200mb turns to 0byte, do you get 200mb free storage back?
if you don't get free space back then the files are probably hidden, enable hidden and system files on your windows explorer

Open File Explorer from the taskbar.
Select View > Options > Change folder and search options.
Select the View tab and, in Advanced settings
tick Show hidden files, folders, and drives
untick hide protected operating system files (recommended) then click OK

check if you find the original executable file

PS: you'd still need to do a full system scan using an AV

i already pointed earlier on that when you re-install windows, you're to refrain from using any old executables you had in the past as they might be infected
also after you're done installing windows then your first action should be to install an updated AV software, at least to help prevent from getting infected again

the product usually includes the differences but basically paid offers more tools asides the AV e.g vpn, clean up tool, e.t.c depending on the software
