which recovery do you have on the phone? stock or custom?
if you are able to boot into fastboot mode, then try running the command "fastboot -w". when it's done resetting the phone, confirm if it can boot to homescreen

download and flash stock boot, recovery and system.img for your phone's build number then perform a factory reset in recovery mode and attempt to boot to homescreen
see https://www.hovatek.com/forum/thread-16005.html to find out your build number
a31 firmware is listed @ https://www.hovatek.com/forum/thread-20599.html
