MY TOSHIBA SCREEN IS NOT DISPLAYING AND THE FAN IS NOT ROLLING

my phone went off then I power on my Toshiba laptop at night then I plug my phone for it to charge mistakely I went to bed in the morning hours the PC has went off then wen light came I plug it to charge then the charging led light, but when I power it on the screen don't display and fan not rolling only the power button led light I have clean the RAM but still and I have also change the RAM still not displaying. Plz I need help

no lights except the charging led right?
if yes, there it's likely there's a short in the USB port(s) board.
disassemble the PC, disconnect the connector from the USB board to the motherboard, connect to an AC charger than retry powering it on
if it powers on, then you need to replace the USB board and it's connector
