I have had experience of the same issue. It visits the same site. A format will definitely solve the problem. Or detecting everything which you installed just before the problem started.

Iv'e come across some cases where even a format didn't help so we need to rule out some things.

1. Which browser is currently set as default browser on your PC?
2. What version of Windows is it currently running on?
3. Have you tried re-installing windows
