you'll need to flash the phone, start by looking to get access to a working phone same model as yours but without this settings issue
backup the firmware from the phone then flash yours
also keep the firmware backup you made from your phone somewhere safe as you may need it

its not available online; thats the reason for suggesting you look for a working phone
