you are supposed to extract the content of the zip file first, then in miracle box select the scatter file

from your error screenshot, you didnt extract the zip file but rather selected it.
create a new folder named Hovatek as e.g
extract the contents of the zip file to the Hovatek folder, then select the scatter file from within the folder
