By "locked phone", do you mean pattern or pin?

Yes. it is pattern locked.
am trying to use the recovery suggested with the key combinations. not working.
but how do i enable USB debugging mode on a locked phone?

First hold the volume key befkre the power key to boot to recovery.
There are other methods there you could try
