I see the same thing - romdump_v82b just contains a elf file called romdump. And that file contains the following:

hello are partition in firmwares or they are two different things what's their difference

partition(s) refers to different sections or segments in a storage device
firmware in android contains files meant to be written to certain partitions on a device

How do I get the scatter file if I dumped the ROM one partition at a time?
Can I dump the whole ROM to PC directory instead of sdcard(internal/external storage of phone)

You can dump the pgpt and use WWR to generate a scatter file from it
You'll have to dump to device then pull to PC.
