What exactly do you mean by not hard resetting?
are you able to boot and wipe data in recovery but data is intact on the phone or not able to boot recovery mode at all?

did you actually flash firmware successfully and the device powers on and boots to homescreen without going through initial setup?
if yes, then the emmc chip on your device is faulty

either replace the emmc or try writing directly to emmc using an emmc hardware tool box
