You'll need to flash then.
Try http://digipassion.com/flash-update-rese...very-tool/
Or

How to unbrick lumia 520. Requirements: a pc used windows 8 64 bit. A strong Internet connection, data cable. Windows recovery tool 3.1.5
I. Run the windows recovery tool while the pc is under Internet connection since the tool require to download some files so as to get installed.
2. Ensure the bricked phone's battery is roughly half way charged or more. You need to charge using a working phone or a universal battery charger since the bricked phone can damage the battery.
3. Connect the bricked phone to the pc using the data cable.
3. If the phone does not automatically get detected click on my device was not detected and select lumia on the device manufacturer page
4. Press power on and volume + or- then release once the phone vibrates.
5. upon successful connection the pc will such for available package for your phone and might take time to download eg for 520 was around 1.52gb
6. After downloading youll now move on to flashing the downloaded package. Noticed it's not possible on some ports you can try to connect the phone via different ports on the pc once the package gets downloaded.
7. During flashing the phone must be over 25‰ of charge as well as the pc if it's a laptop. Do not interrupt the process. Thanks.
