I've been looking for this service as well, for HTC One M7 hard bricked. Showing HTC logo on black background with exclamation marks at the 4 corners of the screen.

And it cant enter fastboot?

It can, somehow. If I pull the USB cable while the HTC logo is displaying it shows me the white fastboot screen. I really messed up this phone. I changed CID to 11111111 to see if I could flash a Verizon RUU, when that didn't work (it requested for matching Model ID) I changed the Model ID to Verizon model. The RUU still didn't work and I got stuck where I am now. I unlocked bootloader already before doing all this, if it's any help. I think JTAG is the only way out now.

you really didnt have to do all that. with an unlocked bootloader and S-Off, you can flash a wider range of RUU files without any problem
why not create another thread so we look closer at your phone issue, this is another person's thread
