how did this problem happen? did you do anything before it happened?
really cant see anything much from your screenshot, to power it off try holding the power button for a full minute
if not then take out / reinsert the battery then attempt to power on
when you attempt to power on, does the PC display anything on the screen?

so long as you don't format the hard drive and it doesn't get faulty then your files will always remain on the drive

so long as you don't format the hard drive and it doesn't get faulty then your files will always remain on the drive

restart the PC and watch carefully, immediately the windows logo comes up press and hold the power button so the PC shuts down forcefully
power on the PC again, windows should attempt an automatic repair, allow the process to run its course till it says (Automatic repair couldn't repair your PC) then click Advanced option > troubleshoot > reset this PC > keep my files

Try using bootable media (flash drive/cd drive) to do system restore, refer to link on my previous reply.
