accidentally deleted package access helper

Help I accidentally deleted package access helper.its a System app on my tecno m5.but I had it backed up.but it can't install as a normal app since the app itself helps in installing apps.how do I install it as a system app probably through adb since I neithEr have clockworkmod or any root explorer.probably using adb push
so please kindly type the adb commands given that the name of the apk is "packageaccesshelper.apk"
And also when I check my app manager the space sopposed to show the internal storage's capacity is now blank and all apps show 0.00b under and I can't move apps to my sd card.is that also caused by the deletion of the system app.
Lastly,can you please post a custom rom for tecno m5 with some if not most of samsung touchwiz features.thank you Hovatek

Im guessing you didnt make a stock ROM backup before this incident, right? Was the phone rooted?
if it was rooted then your adb command is:
adb devices
adb remount
adb shell
su
adb push packageaccesshelper.apk /system/app/
adb shell chmod 644 /system/app/packageaccesshelper.apk
adb reboot
You can use ES file manager method too to install the app to system partition.

No. you'll need to flash cwm first. and you'll need pc
