I can't get this phone to boot up anymore ! As of now after flashing the rom to it that I got using WWR It doesn't even show the NUU logo anymore! It stays black screen the entire time and just bootloops? This is a secure boot phone so Is there something else that I should maybe flash besides using spFlash tools . I know the full ROM is on the phone because SP Flashtools did a full flash of the data but after when I try and turn it on it just bootloops?

Is the bootloader currently unlocked?
Models with secure boot don't play nice with flashing backups on a locked bootloader...not that an unlocked bootloader is enough.

If your WWR dump was done before it got bricked, then it's still usable.

Is the device A/B?
Which partitions are contained in your WWR dump? Share a screenshot of its content or a link to the dump.

So I purchased a different phone called a Maxwest astro A63 ( Android 13) and I tried to flash the stock boot modified with Magisk same with the NUU A23 and it doesn't work. I just ended up bootlooping it again. There's obviously been some changes to Android 13 security and newer versions compared to Android 12 and earlier so can someone please get me up to speed because the old standard root method of magisk,patch-boot, fastboot,vbmeta-flash, patched-boot flash...no longer works.

How did you get the boot.img? Was it from a firmware or dump for the device?

Yes ! The point I was trying to make was that I think its something Im doing wrong with the way Im rooting but I can't figure it out.

Have you done a full firmware backup of the phone (except userdata) in its bricked state?
