How To Fix Mobicel Rio Zam?

-I downloaded a PAC file for Mobicel Rio Zam. But when you flash it and boot the phone, a message pops up which says "There is an internal problem with your device. please contact your manufacturer ".
-It's like the firmware is half loaded cause some features like "network", "camera", "keyboard", "drop down curtain", "home button and recent button" etc......
-I've tried flashing it with different flash tools and even trying to flash similar stock rom. if you restart the phone, the screen will go blank, not until you hard reset it or re-flash it again. so if the phone goes off you have to reset it or flash it again in order for you to use it.
-This problem has persisted for over 6 months now.
-Please what can i do?

That's likely a problem with OEM/ODM partition. Consider flashing a GSI. If no luck then try another firmware
