[Please help] PC stuck in 'Acer - Empowering people'

Motherboard Model : G31T
Manufacturer : Acer
Proceser : Pentium Duel core.
Ram : 2gb
Problem :
When I start PC by pressing Power button,one beep sound comes and stop at 'Acer - Empowering people' logo.
Earlier the pc was working fine.One day suddenly it stucked in 'Acer - Empowering people'.when I press 'DEL' and 'F12' Keys after restart it doesnt work at all.Even all Function keys dont respond.Threr is no way to enter in Setup and Boot Menu.
Status :
1) After Power ON PC Caps Lock,Scroll Lock,Num Lock Keys of Keyboard are working fine.Means its getting ON after pressing specified key.
2) System FAN is spinning properly.
3) Processor heating up properly.
4) SMPS output voltages is normal i.e.Yellow Wire : 12V,Red Wire : 5V, Orange Wire : 3.3V, White Wire : -5V, Blue Wire : -12V, Purple Wire : 5V,Grey Wire : 5V,Black Wire - 0V (COM).

What I did :
1) I disconnected all drive i.e.hard drive cd-rom,mouse,usb divices and start pc but same issue was there.
2) I replaced old ram by new working one but same problem was there.
3) I replaced CMOS Battery by new one.
4) I disconnected Processor from motherboard and clean it by rubber and petrol as well as I cleaned all motherboard Parts,Ports and all connectors pins by Petrol.
5) I disconnected CMOS Battery and pressed power button for 1-2 minutes and insert it back after 15 minutes but BIOS MENU did not come.
6) I replaced by working same processor,VGA Cable,Keyboard,SMPS and also monitor but failed to solve out this issue.
7) I tried all funtion keys after restart pc and CTRL + all Funtion Key combinatin one by one but it doesnt open Setup and Boot Menu.

My dear hovatek friends please help me how can I enter in Setup or Boot Menu ?
