when i tried to setup this moto g stylus XT2211DL right after hitting start it goes to the your device has been locked by your carrier screen and you cant do anything else.
well i bypassed the screen using mtp google maps and got to settings but I cannot install any apk's or turn on developer options.
my question is, which system app holds that screens data because i am able to disable apps and change permissions

It is network locked so it won't detect other SIMs till you unlock
