Bootloop after flashing custom signed vbmeta for recovery partition

After flashing the custom signed Vbmeta for recovery partition, I get stuck in bootloop not even boot in recovery partition, I had to flash my firmware's vbmeta using ResearchDownload Tool, so am I doing something wrong or do I need to flash additional things to not
to get stuck in bootloop?
Command used to flash vbmeta: fastboot flash vbmeta <file>
vbmeta custom signed
vbmeta stock
