Just unpack the treble ROM u are installing and extracted and Copy the gapps to the system partition and repack and flash the system image using fastboot or spflashtool

Thank you for your useful suggestion. Could you share what tools do you use to unpack and repack GSI ROMs?
Even though I could never unpack and repack any GSI ROMs before at least I have some hint.
