Thanks in advance...

you don't need usb debugging to flash using fastboot, instead you need an already unlocked bootloader (which i think you have)
vol down + power button should boot your device into fastboot
if drivers are not installed already then see https://www.hovatek.com/forum/thread-588.html 
to flash full firmware, run flash.bat

to flash specific files like in your case you only really need stock boot and system
Code:

fastboot flash boot boot.img fastboot flash system system.img
