I have seen it, but after restarting, the imei is intact

I discovered that the after deleting the folder, it comes back after a restart

ok. and the network still doesnt work i guess.
use the mobile uncle method and see if your network is disabled
if this persists then you could try flashing a CWM backup.
BTW, have you tried different network's SIM cards?
