this telegram.exe; is it an installed program refusing to launch OR installer refusing to install?
is there an antivirus installed on your PC?

let me explain better

it only works when I install it, then after reboot it shows this error

and two more softwares (Megasync and Vm ware workstation)
although vm ware latest version isn't working at all, after installation then launched, it shows the error so I use previous version of vmware it worked , but as for the telegram and Megasync it only works after installation then after reboot it shows the error

you didnt reply anything concerning the AV, try uninstall any AVirus also uninstall these softwares you have installed using revo uninstaller or iobit uninstaller, restart the PC then try installing the softwares without the AV. see if the issue still persists

if it does, goto control panel > uninstall apps > view installed updates
uninstall updates from the PC then retry the software

I dont have any antivirus and my bitdefender is disabled
ive tried uninstalling and reinstalling the software but after system restart the problem still persist

This is a virus at work.
You need a good antivirus like Eset NOD32 and perform full system scan or run system restore to a previous date when the issue isn't existing then install the antivirus.

which windows 10 version is your PC running?
try resetting the PC -- hold shift key before clicking restart then troubleshoot > reset my pc (this will wipe everything so be sure to backup your files before proceeding)
OR install a different windows 10 version

I'm using windows 10 pro version 1803
I think 🤔 I did that early last month when I had this problem ⚠️ and now I'm still getting the same issue ⚠️
