What's the phone's model? 
What was wrong with the phone before flashing? 
Did you take note of the phone's build no. before flashing it with wrong firmware?

Answer (innagee's) questions and we can take it from there.
As for turning on, it won't, not when there's a "wrong" firmware on it.

WX3. how do I fix the wrong firmware on it? its just google locked it out after reset.

Did you by any chance take note of your build no.(if you know what build number is)

If not, download wx3 firmware and flash
