Whats the difference? Can reset code format the phone?

reset code is actually meant for removing pattern / pin locks without factory resetting the device but some users have complained that reset code actually factory reset their phone,
while clear settings / FRP is for removing FRP lock

I know its just that reset code formatted the phone and it entered frp. I have already unlock it Thanks.
