ensure your volume isnt set to off (ie both ringtone and media volume)
also did you in any way tamper with the files @ root/system/media ??

If the phone is rooted then you'll need to re-add the startup tone to /system/media
. Another alternative is to reflash only system.img (but I don't think its really worth it)

Your phone in Rooted / Unrooted (stock) state doesn't guaranty your privacy in any way
