While trying to install some application in Windows, you might encounter:

X This app has been blocked for your protection  An administrator has blocked you from running this app. For more information, contact the administrator

If you trust the application and really wish to install then you must run the application in command prompt launched in elevated (Administrator) mode. To do this:
  • Press the Windows button or launch the Start menu
  • Type cmd.exe
  • Right-click cmd.exe (command prompt) from the results then select Run as Administrator
  • Navigate to the location of the file in command prompt (you'll need to know some basic commands)
  • When in the installer's location, type the full file name (including the extension) then press Enter
  • Follow the installation Wizard
 
Example

Lets say I wish to install IntelAndroidDrvSetup1.5.0 which is located in C:\Users\Enigma\Desktop\Hovatek\Intel DualOS drivers\Cube I10 Drivers Tools, here's what my command will look like (I press Enter after each command):

cd\ cd Users\Enigma\Desktop\Hovatek\Intel DualOS drivers\Cube I10 Drivers Tools IntelAndroidDrvSetup1.5.0.exe

You're typing the wrong command.
Save the installer to your Desktop and let me know when that's done
