My System blink red light 4 times and then pause and blink 4 times again each time i tried to turn it on and won't come up or stop blinking and beeping until I switched off the system

That's a hardware issue. Very likely a power supply problem.

is the light also blinking on the cap lock on keyboard if yes then try heating the video graphic card for some minutes because most compaq pc has this  kinda video problem
