my alcatel pixi 2 orange 4015D says permsnently locked slot after i upgraded the rom using alcatel mobile upgrading tool s 4.3.0 from the alcatel official website.so when i insert a simcard it says permanently locked slot

seems the phone was initially locked then unlocked. you'll need to purchase the unlock code

means you must've exceeded the trial attempts. whats the full phone model?

After an unsuccessful firmware Alcatel 1S 5024D SC9863A "SIM card is permanently locked," is recorded in the status bar. The password does not ask, everything works, but the SIM card is locked permanently, the flashing does not help, clean dump with this telephone model does not help, IMEI with box. Are there any recovery options?

you dumped full firmware (including nv partitions) and restored on your device and still the device is locked?
if yes, you should consider unlocking using a hardware box / dongle tool such as furious gold
