please help hauwei w1-U00,when switched on shows a hauwei logo then shows a blue screen and does nothing else.please advice on what to do

Does it go off or remain on the blue screen?

2. Press volume increase/up and don’t release.
3. Press power button and keep holding down both buttons.
4. Don’t release till you enter recovery mode

it is a windows phone,thats not working
