USB storage on Tecno p9 tablets

If you must have observed, in the Tecno p9 tablets, there's I think 1GB of internal memory for apps while there's this 14 or 16GB space called USB storage that can't be used to install apps. Is there no way of repartitioning and using that storage or on making it internal memory or something?
