are you sure this isnt an invalid imei problem?
how did this problem begin? you bought the phone new with this problem or you flashed?
check imei *#06# if its invalid

tmobile locked devices usually come with an unlock app installed, you can connect to wifi and try using the app for temp or permanent unlock
