Modem refusing to connect at all is different from modem connecting but showing limited internet access.
So which if them exactly are you facing?

Check the settings in the modem
The dial number. Make sure it's *99#
The access point name. Make sure it's web.GPRS.mtnnigeria.net
If the modem is connecting but showing limited
Just launch simple server, minimize it
Set internet explorer to pass through 127.0.0.1:8080
Try to browse and let's see
