Please recently I noticed that my iPad 3 tiny camera,the one I use for selfies when I click the tiny camera icon it just flips back to the other camera view again instead of showing me.

The front camera is faulty that's why it keep taking you to primary camera.
You will need to have it checked/replaced.

BTW, have you tried resetting to factory?

Definately I have done a factory reset , please is this a hard ware problem ,and I just noticed that the screen of my iPad is coming off and they just changed the screen recently ,do you think that it could just be that some component got disconnected ,.

Seems like a hardware problem. You should have it checked
