How to download any iPhone app as .IPA format from PC or Android phone?

I have iPhone 4s and it has a bad WiFi antenna to download app directly from app store then
I want to download iPhone app as an IPA but I can't find the site . Please help me!
What I want to mean is is there a site to download iPhone apps as .IPA like apkpure.com for android? If it is there give me the link please!

run a quick search on google for the app e.g xender.ipa
from the list, you'll surely get websites that offer ipa files
