How to fix cydia var/lib/dbkg could not open file database error on iPhone 4S?

I have iPhone 4S and I it using Phoenix pwn. The iPhone is successfully jailbreaked but when I tried to open cydia to install some tweaks it says "var/lib/dbkg could not open status file". Is their a fix for this error?
If there is please help me!
NOTICE:-
1)I jailbreaks the iphone before this and the cydia is present until my next jailbreak process becausewhen I can't remove it.
2)IPhone 4S iOS 9.3.5
