Not from boot up, no but no SIM is working on it.

i hope yu checked baseband and imei are ok, try using tool such as sigma key, furious gold or chimera to perform direct unlock

if you're doing one time unlock then take the phone to mobile unlock shop near you and pay, but if you're doing mobile network unlock regularly then you need to consider buying one
