I have tried :

fastboot getvar unlocked
fastboot oem unlock

Bothe succeed and report the bootloader unlocked however, doing:

fastboot flash recovery recovery.img reports "Flashing Lock Flag is locked. Please unlock it first!'

Tried to modified gprop according to these guideliness but I can not push the file back to the phone or live-modified it as it reports read only file syustem or can not perform on user build

Should mention, I have set developer options to allow unlocking bootloader which is unlocked anyway
