Phone not booting after flashing custom vbmeta

I created a custom vbmeta but when I flash it the phone doesn't boot I think maybe I need the oems private key because I wasn't able to unlock the bootloader using the guide that uses modified fastboot.
So how do I get the oems private key

Flash back the stock vbmeta using the pac file
