Have you factory reset in recovery?
Check the recovery for the firmware build no

Yes I have hard reset many times
Or should I download a new boot.img and try only that
Can I use a different build number's boot.img without having to download the entire rom

Where did you download the firmware you flashed?
Upload a clear screenshot of the recovery mode
