Gionee F200 PRO is in a boot loop

I attempted to flash scatter with miracle and it retuned 'not chip type' efuse...
I am trying to flash a boot.img but it returns that bootloader is locked........still in fast boot mode I typed " fastboot OEM unlock" and I get to where I volumn up to confirm yes but I am returnd failed not allowed. It seems I am supposed to enter developer options but the phone no dey boot.
Please what are my options ..LONG LIVE HOVATEK

Where did you get the scatter file and boot.img you're trying to flash?
