If I get you right, both SIM 1 and 2 can show 4G when you set them as data SIM but the inactive data SIM only shows 2G
Install Engineer Mode apk from playstore so we look through your settings

In MTK Enginnering, choose MTK Settings > Telephony > Network Selecting
